That sounds like the H pinky cluster (or feather keys) has either been bent (usually at the top end) or it's binding between the pillars/point screws. If the low B pad cup moves freely on its own in that it will spring open under its own spring tension when held closed and released, then its most likely the feather keys that need dealing with.
If you lie it down on the feather keys side, then stop doing that as that's the main cause of the feather keys being damaged. Either use a stand or lie it down on the C/Eb (kidney) keys side. If you do lie it down on the right (C/Eb) side, the check the case isn't putting any pressure on the feather keys or the lower joint isn't shifting around too much.
