If you really feel you need more space to raise your oboe a little, then simply ask for it. There's nothing strange about having chairs in slightly different places, or music stands high than another. If your band director doesn't like that, tell him to worry about the music and less about perfect visual symmetry!

I wouldn't advise raising the oboe too high, as it will start to compromise the range of movement in your embouchure. It should be comfortable. If you are having trouble getting enough volume, try stretching, doing some breathing-expansion excercises before rehearsal (this creates more resonance) and/or creating more space in your mouth. Raising the oboe just gives a more raucous tone quality, which might make it *seem* louder, without actually increasing the volume that much. A lower angle will give you better control and stability over the reed.

As for reeds, make sure there are at least 2 octaves in the crow, if not three. If there is only one squealy pitch (or on the other end of the spectrum a hard dull pitch) projection will be difficult. The reed has to accept the air you are giving it - not too soft, not too hard. Adjust the reed so that it suits what you can physically do. If it is too soft, put it away, and start a fresh reed.

Oh, and if the music is too heavy on the stand, but you'd like to raise it anyway, just take out one piece of music at a time, and put the folder on the floor! ;);)
