I've got a Mollenhauer oboe very similar to that, but the bell is more like that seen on some new Moennig/Ludwig Frank oboes with the decorative turning.
As for regulating these, the automatic 8ves are critical as only one of them should be open at any point in time in the upper register.
With the 8ve key held down, the lower vent should be open and the upper vent fully closed whilst LH3 is held down and then releasing LH3 will close the lower vent and open the upper one. The G# key also makes sure the lower vent is open when it's held down as you need the lower vent open for altissimo F.
The LH1 fingerplate is lowered by LH3 and should only move a tiny amount instead of being fully closed whilst LH3 is held down.
