There are a million things to consider that you are possibly doing wrong. Reed-making is not something that lends itself well to textual exposition. Best to search YouTube for technique videos or engage a private teacher.
How long have you been playing? If less than two years, then it is not productive to work on reeds until your technique, tone, and consistency of pitch improve to that of an intermediate level of player.
