That's definitely an old oboe. Would be interesting to know the length of the joints, but it won't be the same length as a modern oboe as a whole as this one only descends to low B. Although there are modern beginner level oboes built to low B (Bundy, Yamaha, etc.), they still have the full length bell as an oboe built to low Bb but without the extra keywork.
