My favorite guillotine (which I don't have anymore) was a Graf.

Their website doesn't list the price but I would bet it's less than $325.
I have an old-school micrometer that came from an Industrial Supply place for $60. I had a machinist alter it a little so it measures cane accurately. I think I only spent about $10 having it changed.
