Eric Ewazen now has an oboe concerto with wind band published. A movement of that would be quite nice. His other concerto (Down A River of Time) also has a wind band arrangement.
Several of the major sonatas and concertos also have wind versions available -- you simply have to find them. Many oboe professors around the US have them in their personal libraries and are often willing to lend them out.
Dana Wilson has a piece called "Calling, Ever Calling".
There is also a wind arrangement available of one or two of the Pascullli pieces.
James Peterson also wrote a piece for oboe and wind ensemble (www.jwpepper.com)
Jennifer Higdon (major band composer) also wrote a piece for oboe and wind ensemble. Have never heard it.
If you have access to an English horn, Jack Stamp wrote a piece for English horn and Wind Ensemble (the name escapes me...google it). Or, the Copland Quiet City if there is at trumpet avail.

Gail Warner has several arrangements of major works.
You might also check www.trevcomusic.com and do a custom search as I know they have several since I have used them before for this exact query.
The Verroust pieces are also arranged for winds and oboe.
There is A LOT of this type of work out there. Many of the service bands also have staff arrangers that do unpublished arrangements for solo and band all the time. If you have a connection, you can often get ahold of one or more.
