I have heard some good things about chinese oboes, but mostly bad.
You can do a BBoard "Search" for "Chinese oboe" and see existing threads.
I really recommend instead getting a used instrument from a reputable reseller. This way, you can get a true-professional grade instrument at the price of a high-school instrument.
I'm sure there are many out there: I always recommend these two after being impressed by their care, knowledge and passion to promote the instrument. Both gave me great advice on maintaining my 1985 Lorée.
