This is a problem which may have multiple causation:
1) Are you biting the reeds as you go to the higher register and/or pulling the Oboe closer rather than maintaining a the same distance?
2) Is the reed opening too narrow? Is the staple too tapered? At what length do you tie your reeds on the staple?
3) When finishing the tip - is the the cut off between the to blend and tip in the corners well defined? If not the reed may play sharp.
4) Have you tried alternate fingerings for some of the notes, Not all Oboes behave the same in the upper registers.
5) Does the Oboe need to be tuned/adjusted?
6) Have you tried a different (curve) cane/gouge/shaper tip/staple etc..............
All the above at one time or another affected my upper register.
