Susan, I was having a problem like that last week on the Sorton Covey. It developed slowly over time, so I suspected gunk or junk buildup in the tone holes.
Sure enough, I was amazed how much was visible with the keys off. And then using a dental brush soaked in , er.. vodka, I cleaned all the tone holes and scrubbed around the undercuts where more junk had deposited.
I do this every year or so, but perhaps I need to do it more frequently since I play so much more these days.
On my older Covey, the b-flat was sluggish. After cleaning, oiling, it was still either sluggish or stuffy. I added a little spring tension to the b-flat spring and that cleared up the tone and the sluggish response.
