How do your reeds crow? Does the low crow 'enter' when it should? If not, I would scrape lightly near the spine of the reed. Then maybe a quick touch on the corners of the tip if the low crow is not as clear as it should be or if the reed seems a bit resistant.
If the crow and resistance seem correct, then it is possible that your oboe may be out of adjustment.
