It sounds like the con bar running down the side of the top joint (the see-saw bar that connects to RH1 for Bb and C) has been bent in such a way so the Bb pad isn't closing and also could be preventing RH1 from closing as well, or the linkage piece with an adjusting screw on the end connected to the top joint Bb key (the small key in between LH fingers 2 and 3) has been bent.
It could be a problem with the case or maybe it got bent during assembly, but I'd suggest you take it to a woodwind specialist (or better still, an oboe specialist) to have it looked at and sorted out.
