Will you be doing the work or will you have another repair person do it?

I don't know what kind of condition persay that it's in, but for really solid repair job, you could be looking at $600-$1000 just to get it in solid condition.

You bought it 25 years ago, and it was already extremely old. Very old instruments can have all sorts of problems. The silver can wear out, the toneholes can be chipped, uneven, or the grains can shrink leaving very porous surfaces.

As for the instrument, F.F. Olds is not a desired name brand, and you wouldn't be able to resell to get your money back. If you have some sentimental memories of the garage sale, and wish to keep the oboe, you'd be better served spending $50 and turning it into a lamp, and spending another $50 on a good bottle of wine to kick back and reminisce with.
