This can happen with wooden instruments when the glue fails. Take it to an oboe specialist to have it fitted which will mean removing all the keys at the socket end of the lower joint as the socket ring will probably have to come off as well.
They're often glued in with shellac, but can be glued back in with epoxy which is much better provided all the old glue is thoroughly removed before refitting.
