The bell vent is to effectively shorten the length of the bell to bring low Bb up to pitch as it was found that shortening the bell by around 4-5mm caused problems with E, so the vent remains closed for all other notes except when low Bb is played.
On low B oboes they have the open hole (or two opposing holes) in the bell where the bell key would normally go so low B can issue from it. The smaller bell vent further down isn't needed as there's no low Bb that needs to be brought up to pitch and the normal length of bell is still used.
