Hi there,
In terms of cost of living, I could only imagine that Illinois would be cheaper.
In my own experience, I auditioned for two schools for my Master's program and was accepted to both of them. I took the program which offered a better financial package, and it turned out to be a complete waste of my time.
So I would suggest that you go not based upon which is financially better, or which has the nicer weather, because if you're miserable with your professor as I was, every day will seem like it has thunderclouds above.
Having said that, there are currently two students who did their degree at U of Illinois here in the studio with me, whom I've grown to know quite well, and can clearly see some patterns, so I could take a guess as to what you'd get there. I played in a masterclass with the UofF professor once, so I know her as well, and if you'd like to email me privately, I can share more of my experiences.
