 joint and tuning

Hello,
I have a marigaux millenium and the top joint is very stiff meaning that however much cork grease i put on there is a gap between the joints. I think this is affecting the tuning because on all my reeds the lower register and middle c are flat even if my a is sharp. I'd really appreciate if there was a solution without going to an oboe shop, i have also tried sanding the cork down but it still leaves that gap. Thankyou :)
