It is harder to do it at low right hand notes with darker and hornier sounding reeds. That is typical. A longer tip helps, as in German style scrape. But a new style scrape take a while to learn. Probably a shorter term solution would be to try gradually more "O" shaped embouchure (some say it as opening the jaw), grabbing gradually more to the tip of the reed with your lips and gradually less pressure on reed as you play toward the lower notes. That usually encourages the reeds to vibrate better at low notes and tends to give you better articulation control as well at lower notes. Try playing with embouchure and jaw at low notes for better control.
If you had French style reeds without the spine, this would have been a lesser issue. It is all give and take. Go for dark and horny sound and you have less articulation control in low notes.
Good luck!
