 Beginner students

I've been working with a couple students lately, and both students are fresh beginners, and do not have the strength to play the oboe yet...but they are eager to learn.

So: what would y'all focus on first? I've been told to really focus on air, and not so much about embouchure yet. I've been told by others to work on embouchure for a bit, then go back to air. I've been told by others to work them concurrently. What to do?
Personally I want to work both at the same time, to get good habits from the start, but I've heard that this creates too many variables for the beginner to catch hold of.

Opinions?
