The Hinke study is incredible. Beautiful but simple melodies are designed in etude style to help in tone, intonation and musicality development. The whole book, when progressively studied (it is worth doing it by doing easier exercises on all chapters first) it proves very helpful. Until now after years of playing i still revise a lot back on that book. But remember, it is not sufficient to have only that book! And more methods should be studied to solve the technical difficulties of the oboe. Not to mention developing your musical sense.
9 is not too difficult. But you first have to solve the tempo. tempo is the basis of music in most cases. So play this with a moderately slower pace first, since there is no given speed and the time signature is in 2. Get the feel of the heavier first and 2nd beats. Make sure you do the breathing as told, and the articulation should be practised till precise. Be careful of the intonation on octave jumps like e'' to e'. Less reed on the low e and more cushioning is vital to sound instantly and have a better tone. aim the crecendos as a straight line and do not decrease the intensity or air speed on decrecendos which lead from higher notes to lower register notes. Good luck and simply ask for anything you need!
