Hmm... LH Eb is WORSE than RH? LH Eb generally opens the Eb tone hole a little less, since it depresses the leaf-spring behind the key instead of raising the key directly. Try pressing the RH Eb with very light pressure? Does that help?
Try playing with your 1/2 hole opening; if you keep your LH 1st finger on the hole and open it a tiny fraction, does that help? test all 3 1/2 hole notes. Does raising your finger completely (like one does for altissimo notes) help? Either way could point to needing an adjustment to the diamond-shaped hole in your LH1 key, or perhaps a blockage there.
This key is relatively easy to remove - try taking it off and examine it closely. Unhook the spring first, and only pull the rod enough to release that one key. clean gently with one of those tiny toothbrushes, clean the barrel with a pipe-cleaner, add a droplet of oil, reassemble and hook up the spring. Any help?
It could be that your new altitude is the culprit here. Get advice on reed adjustment for high altitudes (Joseph Schalita plays in Mexico City - perhaps get in touch with him?).
