Yep, that's exactly right. Different notes react differently to pulses in the airstream. And the extent to which this or that note reacts in a particular way varies from one oboe to another... though there are trends. When playing a D-Major scale, for example, the third space C# requires more vibrato than the third line B. Usually the notes with airier timbres require exaggerated vibrato. Half-hole notes and forked F are great examples.
