Like any sort of exercise, sometimes long tones are efficient, and sometimes they're not. It depends on how you use them. Phrases are successions of notes, but some of the music happens within individual notes. The nuance and the big picture are not mutually exclusive. We can have them both. Long tones can be an efficient way to isolate a particular note and practice the subtle changes in vibrato, dynamics, and tone color that occur within that note. Then the note can more effectively be put back in context.
