From looking at some college syllabus pages after Ferling seems that the technical etudes Sellner/Salviani/Gillet follow. They are really heavily scale/interval/arpeg focused. They should be accessible, but perhaps not as fun as the musical etudes.
Other musical etudes in the vein of Barret/Ferling are:
Brod Etudes (Book 2) (freely available on IDRS for members)
Melodious and Progressive Studies book 2, Hite
L. Bassi 27 Virtuoso Studies
J.H. Luft 24 etudes
J. Small 27 melodious and rhythmical exercises
Look into the CD of Marilyn Zupnik "A Guide To Classic Oboe Etudes", she records most of the Ferling etudes, and simply having a recording to listen to while working on the etudes makes them far more accessible. My teacher had me work on every etude from the recording, it was not fun, but I survived.
