Phew...loaded question.

Well, it depends on who you talk to, and obviously what style of oboe playing you are studying. Basically though, to develop a good embouchure, you should just play: put in a lot of hours of proper playing. Don't worry about building heavier reeds and such. Just play. Practice with a nice open round embouchure, that's all there is to it.
