This is correct, and it is basic physics. The rounder shape adds more twist to more of the cane, springing it open with results as described. The oval shape is more relaxed.
If you think about a bassoon reed, the tube-end of the cane is actually twisted through 90 degrees compared to the corresponding fibers at the extreme tip, right? An oboe reed is exactly the same, but "stretched". This twist creates the tension that keeps the sides of the reed pressed together from tube to tip, and gives the reed much of its strength.

This matches my experience also.
Note that there are two ways of placing the cane between the ears - either level with the ears, or pressed down against the blade of the shaper with the ears protruding. This measurement is correct for the second method. Add 1mm if you shape with the fold level with the ears.

I cannot comment as to the other recommendations.
