Evo-Stik impact adhesive is what I and several others on these boards use for tenon and key corks (but NOT for cork pads), I don't know what kinds are available in the US, but there's probably something similar.
It's an impact adheive whereby you coat the tenon recess and the cork strip thinly and evenly and set them aside allowing around 10-15 minutes for the adhesive to dry. Then once it's touch dry (slightly tacky to the touch, but not liquid) align the cork strip up with the tenon recess and stick the cork on, pressing it down all the way round as you go to prevent air bubbles.
This adhesive will stick to itself and the tenon cork will be secure enough to be worked on immediately, though if you are uncertain, leave it a few hours before trimming and shaping the tenon cork. The same adhesive is used to stick key corks on with as well, coating the adjoining surfaces of the key and cork and then sticking the corks to the keys once the glue has gone of.
Only use shellac for installing pads with (either liquid as in Micro, or stick shellac that you use with heat), but don't glue pads in with Evo-Stik - I know B&H used to, but it's not a good idea as you can't alter the pads once they're glued in with it.
