If you scrape a lot from the base of the reed, you're increasing the length of the vibrational part, thus lowering the pitch.
And also a thick, heavy spine will slow down (or dampen) the vibrations.
And fewer vibrations means lower pitch - eg. (though to a more extreme level for demonstration purposes) 440Hz sounds concert A, but 220Hz sounds a perfect 8ve lower in that there are ony half the vibrations.
Think of two equal length strings both at exactly the same tension, one is a thin steel string but the other is wound with copper. Even though they're both at the same tension, the copper wound one will be significantly lower in pitch due to the extra weight slowing down the frequency that it vibrates.
