 R13 v. vintage R13

I know the official literature says the vintage R13 is a throwback to the original R13 (among other things the placement of the register key is 1mm different).

My questions are as follows:

Exactly when did Buffet change to the 'new placement." My R13 was made around 1982 or 1983

Why did they change---i.e., was there some advantage to the new placement, etc.

In other words, did they improve the R13 and now through clever marketing (all in US should be very familar with this) they are trying to pass off the unimproved versions at a premium price?
