I have a student working on Sonatina op. 27 by Rozsa. There are quite a few grace notes with accidentals. Do those accidentals affect non graces notes in the measure as well? I have been given conflicting answers from other teachers I spoke to.

Referring to variation 5, I think the answer is "yes". It sounds better than the alternative. It also matches the standard rule.
However, I don't think there's a general rule that's actually followed by all composers from all periods. Or their editors. Exceptions frequently occur.

There isn't really much to debate here- a lot of music published in Italy and Spain prior to WW2 would assume that accidentals were repeated at the octave, that's the main "exception to the rule".
Contemporary composers will sometimes write "unbarred" music, in which case accidentals usually don't continue etc, but they'll quite often have performers notes outlining any changes to standard rules.
Accidentals on grace notes will apply to following "normal" notes. A well known piece where there is similar confusion is the 2nd page of the Poulenc duo sonata where the E# grace note applies to a following E, but frequently players do the E as E natural. There was a thread on this confusion some years back, but the Poulenc supervised recording has the E# continued as per the rules of music.
