Is this a r13?

Hello everyone,
I found this clarinet online for very cheap. The lady has basically zero info on the clarinet except it's in a old Buffet case. I know the photos are not the best but they are from the listing. The clarinet has no branding on it except the serial number which is 99701. From what I can find it might be a r13 from 1967. Also, the body seems to be wooden but Im not sure about the bell and barrel. Any input would be very appreciated!
