I am building my granddaughter a stand for her bass clarinet. I don't have access to an actual instrument. Can any one provide me with measurements?

Does she have a low Eb or a low C? Also is there a key on the bell or is the lowest key on the body? It's important to know as any stand must be designed so that it does not put pressure on the keys or other fragile parts of the instrument.

If you're making a bass stand, make it adjustable to accommodate the different heights of the floor spike.
If you want to make a fairly simple one, you can repuropse an old foldy-uppy metal music stand, attach a shallow cup to one of the legs for the floor spike to sit in and a felt lined U-shaped bracket at the top where the music desk would normally be for the top end of the body to rest into and that will accommodate most basses. Also it'll fold down into a nice compact form which should fit in any case cover pocket.
If it doesn't have a floor spike, then use a much larger diameter shallow cup for the bell bow to sit into, making sure the cup is angled well so the bell won't slide out backwards.
It'll resemble something like this K&M bass clarinet/bassoon stand but more compact as it'll have more telescopic sections:
