Well, there are usually fewer 1st clarinets in a band because being in the clarion register much of the time the part carries better and not as many are needed to balance the section. Our band is pretty typical-- 3 (sometimes 4) 1sts, 4-5 2nds, 6 or so 3rds. One bass clarinet. One Eb who plays the part AS WRITTEN!

The other 3 things you list are stupid.
