best adheres cork to a rubber mouthpiece?

Rubber (no pun intended) cement?

I use contact cement.

You can't just slap it on because it will slide around.
You have to give it about 10 minutes to thin out and become really sticky upon contact where it won't move. And it on the mpc and the cork.

Contact Cement - let the cork and joint dry for a minute according to instructions, then put them together carefully. You may hove only one shot.

I've always used "Duco Cement"-- great stuff if you can still find it somewhere.
Think it's a version of contact cement. Comes in a green tube a little smaller than toothpaste.

Contact glue. How long you need to wait before it's tacky depends on the type, how thick or thin it is, weather, etc. Most instructions say 5-10 minutes. If you use a brush it's usually very thick and might take that long. I almost never have to wait more than two minutes, often about a minute or even less.

With the Duco Cement for re-corking a mouthpiece I wrap rubber band(s) round it and leave overnight.

Yes, how long is best to wait depends on all the things I mentioned. If I follow the instructions then it's too dry and usually won't even glue.

I use contact glue but rarely wait for more than a few seconds before putting cork to m/p and like Tom I bind it, but with many swirls of cotton leaving overnight. Never had one fail yet.

Contact adhesive - apply it thinly and evenly to both surfaces, wait for as long as it takes for it to become tacky before fitting the cork strip to the tenon slot, giving it a good squeeze once it's wrapped all the way around the tenon. Then trim the excess off and shape it as soon as you like if you've used a decent contact adhesive - no need to wrap it with string or elastic bands or anything if it's bonded well as they'll only make ridges on the surface.

Don't leave the edges looking 'American style' with square edges as they'll catch in the sockets - round off the leading edges so they're flush with the tenon rings and shape the tenon cork to a nice even barrel shape if it's a good fit in the socket. If it is very loose (without the cork fitted), then you can round off the edges and leave the most part of the tenon cork flat.
