I might know of an old "no name" (probably French stencil from the first half of 20th C) C clarinet that has just been restored, but it's probably not what you're looking for... I've been meaning to play test this horn, but we've been in CV19 lockdown for a couple of months.

Tom Ridenour has a fine C clarinet for a little over $1K

And Tom developed many of Leblanc's better clarinet designs as Manager of the Woodwind part of Leblanc.

Lyrique 570C is not merely fine, but excellent. An improved Leblanc.
My recommendation for Eb is Thomann's CL-18EB.
Both hornets for ~$2k even.

Mark Cookson (who is a very fine player) has made an excellent suggestion above. I've played a Noblet Eb before and while they didn't have quite the sound I was looking for were very reliable and stood up well next to the Leblanc horns (I owned a leblanc eefer for a while). That Orsi C clarinet is surely a goer, I've played (and briefly owned) other Orsis from that era and they were really excellent instruments.

Truly, no better C on the market than the Ridenour.

I wish he made an Eb!
