I thought that was the likely scenario too, but I had a look into this again, and in the Musical Almanac "Almanach Musical" from 1782 one reads:
M. Solers a acquis les mêmes droits à la satisfaction publique par le concerto de clarinette qu’il a exécuté, & qui a été composes par M. de Saint- George.
Mr. Solers acquired the same rights to public satisfaction by the clarinet concerto which he performed, & which was composed by Mr. de St. George.

There is mention of Soler playing another concerto on page 1935, composer not mentioned.
Composers weren't normally mentioned in this kind of reporting - it was assumed to be the performer in most cases. It doesn't seem likely that the writer would have made a mistake. So it seems there probably was a concerto by Saint-George.
