It was most likely done to even out the tone by having E/B issue from a tonehole on the lower joint rather than directly from the bell. If you close off the E/B tonehole, you'll get low Eb (issuing directly from the bell).
Some Elites also have an automatic low F correction mechanism similar to that seen on Selmer Recitals and Backun clarinets that's operated by the speaker key - the vent is open to raise the pitch of low F, then it's closed when playing low E and also closed when the speaker key is held down to be sure the upper register C isn't sharp.
