It’s a good thing the thumb F key is set high because this helps prevent F# from being too stuffy. On many bass clarinets the key is set to the same height as the register key which is often far too low. The register key can be adjusted up and down, but it may involve bending the key and having a thicker cork added. Obviously you should have a tech do this.

As for the adjustment screw. As long as the Bb vent does not open up in the upper register then it is okay. Sometimes it needs to be backed all the way out, although this is not ideal. As long as everything stays in adjustment then there is no issue.
