I would appreciate some help ( simple please !) on understanding whether i can obtain a PC / Tablet app.to help me hear scores.
I would like to be able to "scan" clarinet printed scores into my PC and have it play back to me.PC for preference cos I have no scanner on tablet.
( I am aware of Sibelius from ages ago, but it is far too costly, and whenever i have tried it, the complexity is beyond me. Maybe its now simpler ? But i dont suppose its much cheaper)
Are there simpler / cheaper programs which would allow just this limited function ?
What i think i would need includes
1/ do you need a very high quality scanner to capture detail?
2/ does it recognise staccato dots ? Triplets ? Duplets ? Grace notes ? etc
3/ i assume its unlikely to recognise accellerato / decel etc marks and various Italian words abbreviations. Nor loudness signs. Nor signs to tell you up an octave. I can live with that.
4/ i assume i can input the key sig if it isnt read by system ? and also the bpm ?
5/ i assume i can input the fact that the music is to be p,ayed in Bb transposition ?
6/ what have i forgotten ?

I can guarantee there is nothing that will do what you are asking. Even Sibelius cannot do all you ask. What is your purpose to have such a mechanism? Commonly available music might be found on YouTube.

If you already have pdf's, (from, e.g, http://imslp.org), no scanning is needed.
You don't need an expensive scanner, if you are starting from paper; it just needs to save the scans as pdf's
How well the software recognizes dynamic and articulation markings depends a lot on the quality of the original. It is consistently poor on grace notes, cue notes and text.

! Thanks Ken. I suppose my basic thinking is ... I know there are progs that will play something if I were to enter in their language/ symbols.... so , can a prog translate a scanned in score into its own readable language and start from there.

I don't know if there is any cheap optical music recognition (OMR) software available for the PC. (I haven't found any but I haven't really looked lately.) Try googling "optical music recognition software" (without the quotes) for information about what's out there with reviews.
On the other hand, if you have a high-end phone or tablet (with a good camera) there are a number of apps for what you want. The one I am familiar with is called Playscore. You can learn quite a bit about it here:

It comes in both android and apple ios versions. When I looked at it, the android version (Playscore Pro) was rather limited -- IMO not much better than the free demo version. But it was also inexpensive, around $10 for a one-time purchase. The ios version (Playscore 2) is more fully featured, e.g., you can input pdf files directly. That version is only available by subscription, a little less than $16 per year. You can get a free version (Playscore Lite) to try out before you buy.
Essentially, in the app, you use your camera's phone to take a picture of the music. The OMR software then interprets the music and plays it back.
OMR software isn't perfect but it has advanced considerably.

NotateMeNow and PhotoScoreNow work on my samsung galaxy 7 android phone. the paid version can do complex scores and many instruments but I only use it for my part. Works great.

PlayScore here. I suggest you try PlayScore 2 which as mentioned above is more advanced than plain PlayScore.
PlayScore 2 is iPhone/iPad only but coming soon for Android.
Your questions:
Triplets and tuplets generally - yes
Grace notes -yes
Ottava - in next release
Staccato and articulation generally - yes
Dynamics - yes
Hairpins - yes
Text such as accellerando - no not yet
Tremolo - yes
Transposition - yes including mixed transposing instruments and straight transposition. There are lots of options, see playscore.co help page
You don't need to enter key signatures.
Cost: free for single pages of 1 or 2 staves per system. $22.49 currently per year for all features.
