When technicians do repeat repairs on surface cracks too small for pinning, do they routinely clean the old, dried glue out of the crack somehow? I would think that if a crack has been glued a few times, chances of new glue permanently sealing it are better if old glue residue is gone?

There are too many variables to give an answer. The glue that was used before. The size of the crack. Also I'm not sure exactly when a crack becomes too small for pinning. The major concerns are does it go through a tone hole (if so it needs a bushing), and is the crack leaking.

Hi,
Tiny hairline crack about a half inch long, magnification is required to even tell that the previous glue has opened. The crack starts at the Bb trill key hole, but it does not extend into the tone hole at all. It does not go all the way through to the bore.

Are they just surface checks? I didn't know people glued them or even tried to deal with them at all.

I would just keep an eye on it and see if it gets worse when you play it for a while.
