J. W. Pepper has the sheet music listed.

For recordings see the YouTube video of Harold Wright playing it and the CD by David Peck (formerly of the Houston Symphony) "Modern American Works for Clarinet and Piano."

Thank you for the information. How exactly did you find it in their site? I searched under his name and the name of the piece and it didn’t come up.

Sadly, it appears to be out of print. A university library may be your most likely source at this point.

Pepper should have said "out of stock" or "out of print" on the title page to save searchers' time.
The music section of the Langston Library at the University of California, Irvine, has a copy of the Dahl Sonata de Camera sheet music. It's listed as OCLC number 351704248. The library's phone is 949-824-4976.
Also, The Boston University Music Library has some of Harold Wright's personal music collection, some of which contains annotations Wright made and even little practice exercises he wrote for certain pieces. That's in the special collections section of the library, and a copy of the Dahl piece is part of the collection. The library email is musiclib@bu.edu, phone 617-353-3705.

You’d think publishers would have stuff on digits that are out of print so that it’s always available.

Try Educational Music Service in Chester, NY.
Some publishers will print on demand, and they could probably help with this.

I think it's amazing that YouTube has no recordings of the Sonata da Camera, the 5 Duets for Clarinets, or the Sinfonia Concertante for 2 Clarinets and Orchestra.
