The repertoire for the final is really cool: concertos by Elliott Carter or Sándor Veress. I guess it is for the first time a high level competition like this requires such a contemporary concerto for the finalists.
Probably this suggests that we all should focus more on contemporary music?

If the Wiki summary of the results of this ARD competition is accurate and complete, since 1999 clarinetists have placed in the contest only three times--Oliver Patey, 2nd prize and Florent Pujila, 3rd prize, in 2003; Sebastian Manz, first prize, in 2008; and Sergey Eletskiy and Annelien Van Wauwe, 2nd prize, in 2012. Is that correct? Asking even a gifted high school player to do the Elliott Carter accurately (the rhythm groups of five against a very tricky ensemble, and the altissimo C#s) without extensive rehearsal is asking a lot! I hope they have a very accomplished chamber orchestra there and a conductor who can pull that together! The Carter is a risky piece even for veteran solo players on the pro concert circuit, if the orchestra they are booked to play it with is seeing the piece for the first time. Asking an unprepared group of orchestral players to sight read the Carter could be asking for Trouble.

The instruments are on a rotation - I don’t know what the pattern is, but clarinet is not involved ever year. Other prize winners not mentioned are here:
https://en.m.wikipedia.org/wiki/ARD_International_Music_Competition. Sometimes they don’t award a first prize, which I find a bit amazing having known and heard some of the 2nd prize winners!
The Bayerische Rundfunk plays for the finalists, so I don’t think its a problem with the Carter. I would also suggest, that with a conductor, its really on the clarinettist to be 100% in control of the rhythm so that they can slot into the texture. One of the challenges of playing Carter, is finding a way to create something beautiful and elegant within his very specific rhythmic framework.

In retrospect it's quite amusing to see names like Leister, Shifrin, Meloni and Carbonare not being awarded first prize!
