First thing to check is the venting of the throat note keys. If they are fuzzy and flat then there's a chance this is the issue. If you use middle B (middle of the staff) to tune, that note is sharp on almost all clarinets. I would first check the venting and see if there is a good compromise overall even accepting that the middle B is slightly sharp.
