It could be my embouchure as well, but I'm doing ok on another clarinet with the same mouthpieces and reeds.
Vintage hard rubber Pedler Bb soprano. Rebuilt with new pads & corks. Cork upper joint pads, leather lower. Excellent suction on both joints so no leaks. Regulation seems to be close, but the horn is stuffy. I can play the low tones ok and go up with an F scale all the way to Bb (the one played with the register key) but things go south trying the corresponding high B, C, etc, after the break.
Have tried various mouthpieces and reeds, although I have no new reeds, they are all used.

The bridge was out of adjustment. I also cleaned the vent on the register key but that wasn't dirty, so not part of the problem.
