 I played in the youth orchestra many years and now trying to remember the name/composer for a piece. 
 
The piece is played on the A clarinet. In the middle of the piece there is a clarinet solo that starts with an scale/arpeggio that starts on the bottom E. There is a short oboe solo to follow and a long Violin solo sometime after that (I think it was in that order... xD). 
 
Sorry I don't have much to go off of!

 Depends on how clear your memory of the piece is, but it sounds like possibly Capriccio Espagnol (aka Spanish Capriccio) by Rimsky-Korsakov, except the arpeggio starts on low A, not E. Also, though a lot of the piece is written for A clarinet, that solo is for Bb. So it may be something else entirely. There's a flute cadenza just before the clarinet passage.
