Every make of clarinet varies on this point.
There is no right or wrong, it's a matter of design choice.
It could be that sometimes one is optimised to provide a better high register note and the olther a better low one.
Also there can be times when the option to choose between a brighter and a less bright sound can come in handy.

Overall however their use is dictated mainly by the technical facilities each offers in different passages e.g. chromatic vs diatonic etc or the flow of an arpeggio.
