 Baermann Op 63 No. 15

I've just started practicing Baermann's Op 63 No. 15. I've listened to it several times and I've played it several times. When I play it with a metronome, I appear to be playing 144 beats per minute. As these are sixteen notes, (quarter = 1 beat; 4 beats per measure). Do I divide the 144 bpm by 4 to get the actual bpm based on the meter? i.e., 36 beats per minute? Is the 144 the sixteenth beat? Thanks, almost got it.
