 It's either a mordent or a trill. I can't find any info about it, even searching for ornaments used by Quantz which I thought would've given something definite as to what a + ornament means.

 Thank you greenslater for those links.  I was searching on notation and it looks like the word to use is ornamentation.  Googling is an art.  I found your links in a flash plus many others.
