I'm looking for advice on computer-based sight reading [enhancement] programs (or apps that be used on a laptop) that would help sight reading and focus my mind on reading music.
1. Which ones work?
2. What products do you recommend?
In addition to improving my skill generally, I spend my non-music time using other thinking processes so that it takes me a while to focus and perform. I did a quick Search of this bboard and didn't find anything, so I'm just checking in to see what's out there.

If your aim is to be able to play new music on a clarinet, I would suggest practicing etudes/method books rather than just reading music sheets or a computer based program. For good sight reading & playing you need to be able to read music, as well as come up with correct fingering on the clarinet.
