Have read some make ligature very tight; others only as tight as needed to play and keep it in place. I have a Rovner MKIII / C-1R strap-type ligature. Is there a rule about how to know how tight or just try different ways? Wondered if tighter or looser better for lower or higher range notes or if it is only personal preference.

The rule is "just try different ways." You as a player must decide what feels better. You might need another pair of ears a distance away to tell you what if any difference any manipulation makes out where the audience is. But it's still a question of your comfort.

Start by tightening the screw(s) up snug and then backing off 1/4 turn. This has worked for me for many years. I'd do this for all metal ligatures.
Luyben recommends making the ligature as tight as possible. On at least some models, Rovner says make it as loose as possible without leaking.
The answer is to experiment and find out what works best for you. There's no one "best" way.

Make it tight enough to where it doesn't come off when you take the mouthpiece off to swab or switching clarinets.

Loosen the ligature until you can easily move the reed side to side with your fingers. Observe this while focusing on how the reed aligns with the tip and side rails. Tighten the ligature until you can't move the reed side to side. I wouldn't want it any looser than this so the reed doesn't shift while you are playing. I haven't found the degree of tightness affects response on high or low notes.

Personally I prefer a looser tension, but like its been said before, it depends on each player and type of ligature. I made my own a couple years ago out of para cord/shoelace with the knot called "Turks Head" and burned the ends together when it was the proper length. It also looks pretty
